Description
The Algarysh Program of the Republic of Tatarstan (RTHEF Program) awards highly qualified students full fellowships for graduate-level study at leading universities in the United States. Fellowship recipients (fellows) complete master's degrees in the United States, thereby increasing their knowledge in academic disciplines of high priority to the Government of Tatarstan. The Algarysh Program is funded by the Ministry of Education and Science of the Republic of Tatarstan and administered by American Councils for International Education: ACTR/ACCELS.
The most important advantage is that the American university system really gives a student an opportunity to incorporate time, creativity and knowledge into the learning process. There are great opportunities for group and individual work which clearly helps to enhance personal skills. Having an opportunity to study in different country helps to think and act more independent.
Origins
On March 21, 2007 American Councils and the government of the Republic of Tatarstan concluded a multi-year agreement on the exchange of undergraduate and graduate students, teachers and professionals between the U.S. and Tatarstan. The agreement was signed in Kazan, at the conclusion of an international conference entitled "World Languages and the Perspectives for their Spread in Tartarstan Today" at which Dan Davidson presented a plenary paper.
The agreement has resulted in a significant increase in the exchange of students between the Republic of Tatarstan and the United States through programs administered by American Councils.
